Minami-Soma to establish center, marshal resources

The city of Minami-Soma, Fukushima Prefecture, has decided to establish a center to help combat the economic and environmental damage caused by the crisis at the Fukushima No. 1 nuclear power plant.

Many residents lost their jobs as a result of the crisis at the plant, which is operated by Tokyo Electric Power Co., and part of the center's purpose will be to create and secure employment. It is scheduled to begin its activities around January.

Following the outbreak of the nuclear crisis, part of Minami-Soma was designated as an emergency evacuation preparation zone. Of the about 47,000 people who lived in the designated area before the crisis, about 18,000 evacuated.

The designation was lifted Friday, and decontamination is under way at schools, on roads and elsewhere throughout Minami-Soma to help residents return.

According to the Hello Work Soso job-placement office, which serves Minami-Soma and Iitatemura in the prefecture, 2,068 residents of those municipalities had lost their jobs as of the end of August.

Most of this number were residents of Minami-Soma, many of whom lost their jobs as a result of the March 11 earthquake and tsunami or the nuclear crisis.

Securing employment following the dissolution of the emergency evacuation preparation zone is therefore an important issue.

Establishing the center will be a joint project between Minami-Soma and the Organization for Small and Medium Enterprises and Regional Innovation, Japan, an independent administrative institution. It is scheduled to be built on an about 9.5-hectare plot of land owned by the city in Minami-Soma's Haramachi district.

The center will include offices for small and midsize companies that were located within 20 kilometers of the Fukushima plant and forced to evacuate as a result of the crisis, as well as private companies that will measure radiation levels in food and elsewhere.
